"I still don't want [them to go]."&lt;br /&gt;ASBG President Anjela MacDonald said the purpose of the trip was to lobby for the Pellgrant, a federal financial aid program. California, MacDonald said, is one of two states that don't receive the Pellgrant.&lt;br /&gt;The ASBG also planned to go to New York to tour the United Nations, develop leadership, and learn information to pass along to Delta students.&lt;br /&gt;Rodriguez thinks the board of trustees should oversee and approve the ASBG budget. Although receiving most of their funding through their weekly flea market, the ASBG also annually receives $16,000 from Delta College. The new president of the Associated Student Body Government election is Ivan Castro, running unopposed, with a count of 149 votes.&lt;br /&gt;Also running unopposed was Castro's brother Edgar, winning with a count of 147 votes for the position of vice president, and Max Arrechea, senator of committees, with 113 votes.&lt;br /&gt;The election turnout was very low, with a total of only 188 votes cast, and has not yet been ratified.&lt;br /&gt;Winning the position of treasurer, was Gayane Avakyan, with 32 votes, executive secretary Sareth Lou, with 114 votes, senator of activities Phana Yon, with 114 votes, senator of I.D.'s, Hector Jimenez, with 33 votes, senator of college and community relations Wyrlene Ladrido, with 25 votes, senator of legislative affairs Marina Hernandez, with 101 votes, and senator at large Adrian Perez, with 83 votes.&lt;br /&gt;"I will continue to support all programs that are beneficial for our students, and community," said Castro, the incoming president.&lt;br /&gt;"My priority is to get the Joe Serna mural approved, which has been voted down time and time again by trustees. The issue has been the color and size of the mural, and Ted Simas, stating that if the mural was approved, "Then what is next, a mural of The Black Panthers?" and pretty soon the campus would look like Tijuana," said Castro.&lt;br /&gt;"Joe Serna, a student of Delta College, mural would be an inspiration for students," he added.&lt;br /&gt;"I plan to implement a student awareness program, have brochures printed to keep students informed, and made aware of all the programs we have to offer," he said.&lt;br /&gt;Article from Impact&lt;br /&gt;&lt;br /&gt;"Because of the budget cuts, we need more students involved. Our options are limited. The competition is between two student leaders, Mr. Norris Copper and Ms. Anjela Macdonald, candidates I know very well. Recently, in the Impact dated April 26, 2002, Mr. Cooper quoted a line from a letter of recommendation for scholarship I had written on his behalf months earlier in the year. I view Mr. Copper's use of my letter in his campaign as inappropriate because it may unfairly persuade student voters.&lt;br /&gt;&lt;br /&gt;I have supervised student elections at Delta for 12 years and had never written a letter of support, recommendation, or acknowledgment of any kind for a candidate for office. I have declined when asked because I supervise the process of many elections and must handle the appeals, should there be any.&lt;br /&gt;&lt;br /&gt;I believe it is important that Impact readers and potential student voters know that I have written scholarship letters for many student leaders, including Ms. Macdonald, Mr. Cooper's opponent, but they have never been used in student election campaigns.&lt;br /&gt;&lt;br /&gt;I would encourage voters to consider all candidate claims as initial information and follow up by researching their history of leadership. Look to their past service inside and outside of the organizations they have served. Look for the evidence of leadership they claim. Look for the health and vitality of their effective leadership, which goes beyond the scrim of recommendation letters to the bedrock of leadership productivity. Each worthy candidate should have this evidence in varying degrees.&lt;br /&gt;&lt;br /&gt;My letter of recommendation should not be the aid of a candidate for student office on Delta's Campus. This election will determine the new ASBG president and various other student body positions such as senator at large and treasurer. &lt;br /&gt;&lt;br /&gt;The students running for office have been campaigning around campus and talking with students for the past two weeks. "I think voting was important because the A.S.B.G. represents the students here at Delta and they should vote for the people that represent them," said Elliott Castro, who was running for Senator of Legislative Affairs.&lt;br /&gt;&lt;br /&gt;"I believe every vote makes a difference and I think that the new student body government will improve the Delta &lt;br /&gt;&lt;br /&gt;College campus," said Jerrod Bingham. &lt;br /&gt;&lt;br /&gt;Bingham said he did not vote in some of the categories because he knows some of the candidates personally. &lt;br /&gt;&lt;br /&gt;One voter who did not want to give his name said, "I look at each candidate and see if they know what they are talking about. I can see through them and tell if they are into what they are really talking about." This student claimed he personally knows both candidates running for president.&lt;br /&gt;&lt;br /&gt;David Ferrell supervisor of student activities and also the advisor for the &lt;br /&gt;&lt;br /&gt;ASBG was at the voting area all day Wednesday and Thursday to make sure participants were following the rules. Ferrell makes sure all the candidates are academically qualified to run and has all of the paperwork required to run. Ferrell pointed out that the students set these rules. Ferrell also watches and listens to the students when they are voting and makes sure they are not talking and telling people who to vote for.&lt;br /&gt;&lt;br /&gt;Carmen Avitia who ran for President against Max Arrechea was out in full force campaign all day Wednesday. "It's going absolutely wonderful and I am really happy about the voter turn out," she said. "The lines are enormous and it is great. I think this is a great election day." Avitia said." I am having a lot fun out her today." &lt;br /&gt;Jenna Pioli, who ran for treasurer was out campaigning on campus on Wednesday trying to get votes. &lt;br /&gt;&lt;br /&gt;"I feel this election is going really good," she said. "I have met a lot of people in this process and it's been competitive and the best person is going to win". &lt;br /&gt;&lt;br /&gt;Although Pioli had nobody else running against her, she said, "I wish I had an opponent to compete with." Pioli has to get 15 percent of the votes to become treasurer. &lt;br /&gt;&lt;br /&gt;When asked about what she thinks of Carmen Avitia and Max Arrechea; she said, "I think they both great people and I will work with whoever wins."&lt;br /&gt;&lt;br /&gt;Arrechea was also out in full force on Wednesday morning trying to get last-minute votes. &lt;br /&gt;&lt;br /&gt;"I really am happy a lot of people are supporting me and they are coming to me and asking me lots of questions. Also a lot of teachers are coming out to me and saying good luck. I am just really glad when I am out and about and people are coming over to me and are talking to me," he said. "I am really happy about the voter turnout," Arrechea added.&lt;br /&gt;&lt;br /&gt;The election results erupted into controversy at the ASBG Monday. Major problems with the election were reported. &lt;br /&gt;&lt;br /&gt;Arrechea won the presidency with 430 votes; Avitia had 333 votes. However, there was a report about students handing out flyers supporting Arrechea at the voting area of the quad while students were voting. Also there was a report of a student wearing a flyer hanging on his back at the quad. Ferrrell also witnessed this situation. This issue generated a major debate. &lt;br /&gt;&lt;br /&gt;Flyers and people handing out anything supporting a candidate on election day is against the code of rules set by the ASBG. As stated in the code of rules provided by Ferrell, the distribution, display and wearing of campaign materials, along with the conducting, discussion and advocacy for or related to a candidate or election is prohibited in the election area. Section eight of the code states, it says, "Violations of any section of this code shall result in a disqualification from the election upon ASBG approval." After lenghthy discussion about what happened at the quad area, the current ASBG voted to disqualify Arrechea. Carmen Avita was declared the winner of the ASBG Presidency and will take office on June 1st.&lt;br /&gt;&lt;br /&gt;"I am just saddened about the people that put their trust in me," Arrechea said. "I am really happy with the turnout and with the people that voted. The ASBG made their decision and I accept it." &lt;br /&gt;&lt;br /&gt;Arrechea could be appointed to another position in the new ASBG but Arrechea said, "I was working to get in the higher position, but now what I want to do it keep on working the community service and work with all the clubs I am involved in. I want to work with and help other students."&lt;br /&gt;&lt;br /&gt;When asked how he feels about the ASBG appointing Avita president even though the voters elected him, Arrechea commented, "Well, she is the one they picked. Hopefully, she will be a good president and if there is any way I can help her, I will."&lt;br /&gt;&lt;br /&gt;There were other problems that afternoon at the ASBG meeting with the election of Marcos Villanueva, who was running for senator at large. Villanueva was also disqualified for turning in his expense report late. &lt;br /&gt;&lt;br /&gt;"Seven hundred eighty seven voted in this election, and its funny because their votes won't count and because some of the people that will be in office are not who the voters voted for," Villanueva said. "I understand there are rules to follow, but elections are for the people to pick their leaders; not to have somebody else pick them for them."&lt;br /&gt;&lt;br /&gt;Villanueva said he will continue to work with clubs on campus and also said he will take a job in ASBG if Avita appoints him. David Quezada, who won senator of ID's was also disqualified, as well as Monica Lara who was running for senator of legislative affairs and Jenna Pioli, who was running for treasurer. These candidates were disqualified for either not turning in their expense reports or turning them in late. It will be up to the new President, Carmen Avita to appoint people to these positions. &lt;br /&gt;&lt;br /&gt;Avita declined to comment. I have been mention about ASBG issue and Mr. DF issue many times but things happen March2ndd was really make me feels sick. Mr. DF who is charge of student activity always ask students who are easy control asks to be member of the ASBG. It is against policy. Max xxxx and Carmen were  stood as a candidate for ASBG president. Result was Max got more than 400 vote, and Carmengot around 300 vote, this meaning Max going to be president of the ASBG.&lt;br /&gt;On May 2nd, Mr.D F was complaining about this election and according to Mr. D F, Max is disqualifying to be president of the ASBG. I already knew things going to happen. He have been resigned many students who are member of the ASBG  who Mr. DF do not like.&lt;br /&gt;He like students who are his under control. Carmen is a one who Mr. D F s favorite. She is only 18 years old and she has no campaign pledge of election. I believe she will be good puppet of Mr. D F. &lt;br /&gt;According to Mr. D F, during the election campaign, Max did do violation of an election rule. Max put his campaign poster. His complain was Max put his poster that supposed to should not put. Friend of mine video recording his complain. I saw the videotape today. My opinion is really ugly. I know Max will not his control and Mr. DF scare about it. But way his complain were so childish. &lt;br /&gt;Today May 2nd Max will see both Vice president and President of Delta College. Both presidents already see the videotape. We also find out  Carmen also put her campaign poster  she supposed to can not put. &lt;br /&gt;I was kind of surprised Mr. DF keep telling the word disqualify. How about Mr. DF himself? The Flea Market is the Association Student Body Government’s primary source of income. It supposed to be supporting student life activity on campus. They supply job for students and all worker supposed to be Delta College student. After the budget cut in Delta College, Hunan resourcew of Delta College change a rule students who have taken less than 9 unit per semester, can not working at campus. The money made by Flea market goes to scholarship fund, student leadership training and travel. According to ASBG, it is the entire Flea market operation going to is a wonderful model for participatory, student leadership. &lt;br /&gt;It sound wonderful but in fact, Things they say and things they do is different.  I worked at the flea market for 6 month, but I have never seen an ASBG member at the flea market. One of exchange student, Paul auganized every thing and he transferred Sacramento State 2 semester ago but he still working Flea market. It is not only against policy also against law. Once a month,Mr. D F who is dean of student activity  stopped by the flea market, but he did not even stay one minute. Also, he did not even get off from his personal car, and he did not say even one word to the workers. I was suppressed because he treats very nice for ASBG students but on the other hand he treat Flea market worker as slave. &lt;br /&gt;Also ASBG was they provided drinks to workers but the number of the drinks given to us never increased. In other words, they hired more people, but they did not supply enough drinks for everyone.  At the end of the day, we were always dehydrated. One of the vendors from the flea market knew about, felt sorry for us, and gave us drinks for free. One day it was over 100 degrees. A laborer bought a plastic bag full of ice to make our drinks cold. mr. D F found it and complained to them “Do not waste money.” Do you know how much it costs to buy a plastic bag full of ice? It is only two dollars. I believe compared with the money ASBG’s members waste; it is a “drop in the bucket.” Many cold drinks are in the refrigerator in mr. D F and ASBG’s office. Also, they have their air-conditioner running constantly. So, while flea market workers are laboring in 100-degree heat and are constantly dehydrated, Mr. D F enjoys the lap of luxury in their office. What is the common sense in this situation? &lt;br /&gt;Although ASBG has three electric cars called club cars, the flea market uses them Every time after an ASBG member used these cars, the battery was always running out because they do not know how to charge, and it became a problem for the flea market workers. There was no power in the cars, and the workers had to charge them then use them. They really did not care about us. They only used the car in the daytime, but we had to drive them at 4 o’clock in the morning. How could we do drive them if there was no power or lights in them? It was very dangerous. Some cars nearly hit us before while we were driving around. We had no lights to see where we were. I complained to Mr. D F many times, but he never listened to me seriously. &lt;br /&gt;Moreover, there were an insufficient number of garbage cans and I often had to jump in the garbage cans to make more space for garbage. The garbage still overflowed into the area. More than one nail went through my foot as a result from jumping on the garbage can.  Also, imagine how nasty those garbage cans were. I wonder if Mr. D F or any ASBG member would try to do the work I had to do. &lt;br /&gt;I could not stand the work environment and conditions. I talked to Mr. D F about these things. It was not fair for Mr. D F to treat ASBG’s members very well while he treated flea market workers like slaves. &lt;br /&gt;Mr. D F responded to my complaints by saying, “I used to organize the flea market. If the club car does not move, why don’t you walk?  We have enough garbage cans. I cannot let ASBG members work at the flea market. &lt;br /&gt;All laborers are happy working here except you. Maybe you are the wrong person to be working at my flea market. I know you are poor; therefore, I will keep you until I find a replacement. &lt;br /&gt;I answered, “Don't make a fool. I am quitting right now.  “Why don’t you take care of your stupid ASBG”&lt;br /&gt;Right after I talked to Mr. D F, I talk to one of the ASBG members. &lt;br /&gt;He asked, “Do not quit!”  &lt;br /&gt;I responded, “Why don’t you work yourself!”&lt;br /&gt;He answered,  “No, I already have work, have also earned money enough, and do not need to work.”&lt;br /&gt;I responded, “I do not want to work as a slave.”&lt;br /&gt;Furthermore, I asked him, “Have you ever taken a look at the flea market since you joined ASBG? “&lt;br /&gt;He answered, “Yes.”&lt;br /&gt;I also asked him, “When? How often? And how long?”&lt;br /&gt;He answered, “I do not need to say to such things to you and it is not my work. It is the vice president's work. &lt;br /&gt;I asked him, “During the election what did you say? You were supposed to improve the service to students.”  He did not answer me. I asked him, “ I want to talk to the vice-president of ASBG about it! &lt;br /&gt;He answered, “No, you cant! You have to send an e-mail to ASBG or you can write a letter to us and put it our post” I answered “Do you talking about that box? You people never open and see it!”  In fact you can see post full of garbage. Any way&lt;br /&gt;I saw ASBG’s website right after talking to him but the link was broken. It was impossible to send an E mail to them. It has been one year since I quit the flea market. The club car is still broken down .  All of my ex co-workers from the flea market left because ASBG forgot to pay the workers on three separate occasions. Mr. D F said that the working conditions were satisfactory for the workers. If they were, then why did everyone quit? The money made from flea market supposed to help students from Delta but why students who work Delta do not even have right to receive a money?&lt;br /&gt;In October 3rd 2003, ASBG organized event cold club weekend at Danner Hall in Delta College. I complaint to ASBG student because when they prepare the event, they parked the club car right front of Mobility office. It really bothers disability students who are wheel chair and blind. If they have a moral, they should not do that but their moral was totally screwed up. ASBG students always park right front of Shima building even though that say no parking but they will never get a ticket because of the security reason, for the flea market, ASBG pay huge amount of money to the Campus Police. You can see a ASBG business card on the dash boards of their car. If Campus Police see the business card, they will never ever give them ticket even they do not buy perking permit. One of disable student Debby got a ticket from Delta College Campus Police because her handy cap plate was expired. It was not her fault because DMV were forgotten to send to her. I want to complain about it Debby had to park a car at handy cap perking space otherwise she had to park far a way far from building and I believe she has more priority to park her car closed to building more than ASBG Students. Why handy cap student park handy cap perking space to get ticket, even thou students who have no handy cap with out perking permit does not get any ticket? I cannot stand this kind of contradictions. What is Campus Police s job? Their job supposed to protect all Delta College students especially they have to protect some body who are week such as Disability students. I complaint a police officer give ticket to perking front of Shima building other than car who do not have ASBG business cards. He does not even answer my question and left.&lt;br /&gt;ASBG supposed to be an organization to provide service to the Delta College students but my opinion is that ASBG is a cult organization that made Mr. D F like the founder of a religion. Also, if they believe that they have strong powers, they can control everything. They want such as parking spot because Mr. D F it, and all things are given. That is why the ASBG evaluation of Mr. D F is high. &lt;br /&gt;His duties are to take care of students, but he only cares for ASBG students; he should be helping everybody. &lt;br /&gt;On　May 20th, 2003, Student Activities directorMr. D F was laid off Mr. D F said, “I see the quality of student government going downhill after I am gone.” My opinion is that the quality of student government is already going downhill because of Mr. D F. About a couple weeks later, Delta College had a board meeting. The result of the board of meeting was thatMr. D F was restored to his original position. &lt;br /&gt;Was it the right judgment?  I do not think that it was good judgment. He seems like a nice person, and I used to be thinking so, but am it right? I do not think so.&lt;br /&gt;Every year, Mr. D F has bought and given the members of ASBG clothes, caps, bags, cellular phones, and other things, Fall 2003, they bought $200 lazar brief case for the conference because all of the members reason why that makes they looks more professional when they go to conference. But do they really need these things for the group? I believe they can pass equipment to new members, Almost half of ASBG member were belonged to ASBG last year. They already have bag and clothes from last year but they prefer to buy new things instead. This is unfair for other students. Also, they buy other things like televisions, which are supposed to be ASBG property.  Older television sets replace the new ones that were supposed to remain with ASBG.&lt;br /&gt;Scholarships are given if they obey Mr. D F like puppies &lt;br /&gt;They use equipment ASBG as personal property.   One person in ASBG asked for a copy of MP-3 data. She told me, “we have a lot of blank CDs in our ASBG office. I will bring them with me and you copy them.” Of course, I refused. I knew they had a lot of blank CDs because they downloaded MP-3 files from the Internet at ASBG’s office. I saw hard drives full of MP-3 files taken from the office. They took the hard drives to their homes. Off course down road music from Internet is against copyright. A lot of people sued from music industry but you can see Kazaa and Win MX from the computer in ASBG office.  &lt;br /&gt;Moreover, although they plan events well, the budget is over-spent. They usually order extras purposely. ASBG members are always buying things and bringing things to their home for themselves. &lt;br /&gt;Although they go to conferences many times a year.  this leads to heavy spending. I hear the conferences cost about $100,000 a year; the question is should they participate in these conferences every time? For example, they use their budget to take students to protest California’s budget deficit and cutbacks; however, they need to watch their own spending it seems.&lt;br /&gt;Although ASBG says they provide Delta’s students with the highest service in elections, I have never seen or felt these “improved” services. Moreover, they always exclude other students from their activities. They are doing what they please and keep it secret.&lt;br /&gt;I believe ASBG members will be happy to see mr. D F come back, because they can keep their gangster called ASBG. I believe they should not treating flea market workers like slaves, they should not take advantage from their position. I want to give mr. D F a word of advice: “Delta College should keep you until a suitable replacement is found for your position.” I still think he is not the right person to work at the position he is in. He should work there until student activities can hire the right person. I strongly suggest Mr. D F and ASBG watch how spend their money. They need to remember where their money comes from and not to squander it. They must not forget that their job is to serve the students of Delta College, not themselves. If they cannot serve or listen to the opinions of Delta students, then Mr. D F and ASBG serve no purpose for Delta College. I call AAA but they never pick me up. One hour later, I call AAA again. According to operator, the towing track driver could not find me out. When driver came, it already past one hour thirty minutes from my first call day after morning I tow my car, I woke up because of clashed glass sound. It was 4 o'clock in the morning, I go out side my home I saw my car wirh crushed windshield also my CD player was stolen..... Not only do the foreign customers spend a lot of money in the restaurant, they also have a great appreciation of the food served to them as nothing goes to waste. &lt;br /&gt;The restaurant has a budget crisis, and forces them to cut services. The manager could think, “We should increase our current 150 foreign customers to at least 500 to solve our budget crisis.” I think it is good idea, but imagine the restaurant has customer service for customers A and B. Unfortunately, this restaurant provides the worst customer service to customer C. &lt;br /&gt;The restaurant I was talking about is Delta College. Customer A is a regular student, Customer B is a student who has financial aid, and Customer C is a foreign exchange student like me. The customer service person is Mr. K who is an advisor for the International program.　According to my ex roommate Ms.G who is a Delta College employee, she mentioned that Mr. K was talking about trying to increase the number of the international students from 150 to 500 because International Students spend at least $2000 every semester, and they might spend up to $5000 a year. It is a big fundraiser for Delta College. International students also need education from Delta College. We are supposed to be good partners, but I believe Delta College need help to International Students more with certain like social security cards.&lt;br /&gt;Suppose a student does not have a social security number? Without a social security number, it is difficult to rent an apartment. A friend of mine tried to rent an apartment near Delta College but was rejected by the manager even though his parents sent to him enough money because he did not have a social security number yet. One day, I took a look at orientation information for International students. I saw a person, who represented a bank, hand out his bank’s brochures and asked International students to open accounts with her bank. Then I asked the question to the bank officer if students who have no social security number are still able to open an account and her answer was “No” I even found you do not have a social security number you can still get a driver’s license; however International students will have hard time to finding insurance. A lot of insurance companies will not provide insurance to people who do not have a social security number. Some insurance companies will provide insurance without a social security number, but the students who have no social security number have to pay a higher fee.  &lt;br /&gt;An International Student who wants to have a social security number has to get a document from the International Student’s office, but they have stopped providing this important document to the exchange students. According to Mr. K, the INS does not allow us to provide the document. This may or may not be the truth. In fall 2000, a Japanese exchange student Yasu, complained to Mr. K, “If you do not give me a document, I will not enroll in Delta College any more. I know another college, which helps foreign exchange students get social security numbers.” Right after this student complained to Mr. K, he provided the document to him because Mr. K   did not want Delta College to lose such a large amount of money. &lt;br /&gt;Right after Mr. K  provided the document to him, I brought a bunch of International students to the International Student’s Office, so they could get social security numbers. The secretary said that,” We do not provide social security numbers here.” I answered. “ I know but you can provide the paper that international students need from here! And I also know you gave a document to a Japanese guy.” As result of Yasu‘s complaint, International students could easily get social security numbers. However, after September 11th, 2001, The International Student’s office stopped providing the document. Now the only way we can apply for a social security number is by working at Delta College in the Tutor center, Cafeteria, or Flea Market. I believe having a social security number is a right not only for Americans but also foreign exchange students. In fact it is very difficult for us, but it is this country’s method of doing business.&lt;br /&gt;When we apply to Delta College, foreign exchange students have to submit a bank statement verifying funds of at least $15, 000 Delta College sends us a document called I-20, thereby allowing us to apply for the Student Visa. First, Delta College asks us to prove we have enough money, and then asks us to apply for a job at the school. If we do not apply for a job at the school, then they will not help us to get a social security number. For this reason many exchange students are working at the Cafeteria and the flea market even though many foreign students have enough money and don’t have to work.&lt;br /&gt;We would like to work at Delta College if the college would provide good jobs for us, and it helped us to make extra money. I have myself worked at three different jobs at Delta College; in the Tutor Center, Flea Market, and Mobility Center. A lot of International students apply for jobs at the tutor center to be foreign language tutor. I believe we provide American students a chance to speak languages that they want to study, and they can learn about other cultures. When I applied for a job at the tutor center, I had to take a class for tutor training called English 32A. At the time, tuition for foreign exchange student was $ 144/unit and for regular students it was $ 11/unit. The Tutor Center made a rule that a foreign student who takes English 32A would only have to pay the $11/unit fee. One day I tried to pay the tuition by on-line registration but they tried to charge me $ 288 for the class. I went to the International Student’s office and explained it to Mr. K. He said he would take care of it.&lt;br /&gt;One month later when I had to pay my tuition, they overcharged my tuition. I went back to the International student’s office and talked to the secretary. The secretary gave me my money back, but I had to get a form from registration first. Think about the hassle I faced to get back my money back. I worry that other International students may face the same problem too. Perhaps Delta College needs to supervise their employees more closely. Those employees that mistreat students should be punished appropriately.&lt;br /&gt;On April 12 2004, one of my boss from Disability student service asked me to go to her office and fire me because secretary of International student office complaint I m not eligible to continue working on Delta College because I m already transfer to CSU Stanislaus. She asked me to contact with Dr. Bob Santos who are adviser of International student but at the day, spring break has just starting so I have no way to contact with Dr. Santos.&lt;br /&gt;I still take one class from Delta College and they still charge international student fee but they treat me worsted than before. Tuition for International students increased recently from $144 to $155. Right now there are 150 foreign exchange students at Delta, but Mr. K wants 500 foreign exchange students because we provide a lot of money to Delta College. Are International students or their money more important to Delta? From my experiences and the other students’ experiences, I think Delta cares only about money; they want to charge money a lot but do not want to provide nothing to the International students. There are two options which can be used: full semester permits which can be purchased and displayed on the vehicle; or, one day use permits which can be purchased at various points within the parking lots and displayed on the vehicle dashboard. And these permits must be purchased for ALL vehicles including those displaying handicapped plates and/or placards for special parking spaces. One Disability student in Delta College got a parking violation because she parked her vehicle at disability parking space but her temporally disability permit was expired. This is not her fault because DMV forget to send her new temporally but campus police gave her ticket that was $270.&lt;br /&gt;On the other hand Campus police never give some students parking ticket even though these students do not buy parking permits. (&lt;a href="http://www.deltacollege.edu/org/asbg/"&gt;ASB&lt;/a&gt;)    Associate Student Body Government students always park at right front of the Shima building always park their vehicle but police officer never give them ticket. Campus police and ASB made parking regulations and they break them selves. It doesnt make any sense. I complaint Campus police but he do not even answer my complaint.&lt;br /&gt;(ASB)  pay a huge amount of money for security reason for Flea market that ASB organized. Most ASB s budget came from Flea market and amount of money is really huge. It sounds like gang star to me.	It is not really fair other student who pays parking permit every semester.&lt;br /&gt;	It is really bothered when ASB students park their vehicle front of Shima building because it locates right beside of First Aide and Mobility Center. When Fire department comes to First Aide, it really bothers their way.&lt;br /&gt;	Some times they really bother wheel chair and blinds students way.&lt;br /&gt;It sound pretty stupid give a ticket to handy cap and do not give ticket students whom violation every day. They  abuse it them selves. School law have to protect all students especially we have to protects people who are week such as disability but things &lt;a href="http://www.deltacollege.org/dept/police/index.html"&gt;Campus Police &lt;/a&gt;and ASB do totally opposite. ASB is the Representation of the Delta College. &lt;a href="http://www.deltacollege.edu/org/asbg/"&gt;ASB&lt;/a&gt; and Police officer have to our role model but they are not.&lt;br /&gt;&lt;br /&gt;As long as they break the rule, why do we have to pay parking permit and penalty? Last week I met friend of mine who are French who transfer to UC Barkley and it remind me things happen last year at UC Barkley.There have been many cases of Severe Acute Respiratory Syndrome (SARS) especially in China and South East Asia during the spring of 2003. Many people were affected by this disease. One of the reasons we could not prevent SARS was because the Chinese government was hiding how dangerous this disease was and hid the number of case from other countries. Thus, huge numbers of people died because of SARS. The Chinese government should not have tried to evade their responsibility to their people and the world.&lt;br /&gt;Students from China and other regions of Asia affected by SARS. Virus was not accepted for the summer 2003 session at the University of California at Berkeley, the chancellor had ruled. 20 percent of the students at UC Berkeley are Asian. These population decreased because of SARS. Several hundred international students were being turned away, and the University refuted their enrollment fees. They usually accept about 600 students from Asia, but this year they only accepted 80 Asian students. UC Berkeley rejected 500 foreign students who studied English as a Second Language (ESL). If they accepted 80 Asian students for regular classes, they should have accepted ESL students. Why did UC Berkeley accept Asian students who take regular classes? If their real purpose was to reject because of SARS, it does not make any sense.&lt;br /&gt; 	The school also prohibited the use of its funds for nonessential travel to or from Asia by faculty, staff, and student organizations. Somehow there were already many Asian students enrolled. When these students went back to their countries and returned to United States, they would have to be monitored for a 10-day period. That is the time it would take for symptoms of SARS to appear after a person was infected.&lt;br /&gt;On the other hand, there are thousands of tourists coming from all around the world to visit UC Berkeley daily. Tourists maybe bring SARS to the school but they are never rejected. Why?  It is because the tourists spend more money than exchange students. UC Berkeley seems to have put money as a priority over students,&lt;br /&gt;The Centers for Disease Control (CDC) advised UC Berkeley to stop admitting students from Asia. Berkeley agreed because the director of the CDC had strong connections with UC Berkeley.&lt;br /&gt;Even though the CDC advised to UCLA and Berkeley to reject the students from Asia, UCLA did not reject these students. According to the Chancellor’ of UCLA, they would not cancel or postpone classes, meetings, or other gatherings that would include persons traveling to the United States from other areas affected by SARS. Instead of rejecting students from Asia, UCLA provided information about SARS on their website. If UCLA could do this, UC Berkeley should be able to do this too.&lt;br /&gt;It may seem like a good excuse to reject Asian students from the school because the CDC protects the American students from disease, but why do they only reject students from Asia? According to statistics, most patients affected by SARS came from Hong Kong, Taiwan, China and Singapore (Jetro). But also there were many SARS patients from European countries, South America and Canada. Toronto was the worst hit. If they rejected students from Asia, UC Berkeley should have rejected students from these countries too. The history of anti-Asian racism California is sad, and they used the SARS threat to block Asian students. I believe their rear reason for rejecting Asians was because of racism, not SARS.&lt;br /&gt;In the early eighties, Japanese people believed that AIDS came from gay people in the United States. Some public bathhouses in Japan, rejected American people because they believed American=Gay=AIDS and AIDS spread through bathhouses this type of discrimination sounds similar to Berkeley’s real reason for rejecting Asians.&lt;br /&gt;UC Berkeley should not panic about SARS and should not reject students from Asia. It seems like they were rushed to make a decision and by rejecting the foreign exchange students from Asia. They should have prepared the guidelines for the study abroad program. Without the guidelines, and by rejecting Asian students, I have to say they are prejudicial in their admission practice. I believe UC Berkeley provides a wonderful education to Asian students and Asian students provide UC Berkeley with lots of money. Somehow, it seems like they are very good partners. I wish UC Berkeley would adjust the admission guidelines and accept more students from Asia as soon as possible. It locating for across the Pacific Ave and March Ln. It is right across the street from Delta College. We just walk to their and I recognized some issues. First we across the Pacific Ave. When signal is turn blue, you can here the sound from speaker. it supporsed to be navigate for blind people but it is not long enough to blind people across the street. It is almost impossible to across the street with out aide. Secondly it was very hard to acsess to the restaurant. Even though the restaurant made handy capped parking space, they do not consider people come to restaurant by their wheel chair. I recognized If people who ride wheel chair to go to the restaurant from Delta College, he or she have to spend 3 times more than regular people. First I need a somebody who can typing things video tape talking. My suggestion is hire somebody from disable student who are good at typing and even blind students are qualify it. Delta College have a course to make film. We can ask them to edit a film for extra credit or class project. I  used use Adobe Premiere to make a video clip. First you have to digitalis video clip. Second, just copy the font to the video clip then lender it. you can check the timing and lender agin. In Spring 2003, San Joaquin Delta College cut a budget for DSS, thus they stop provide Caption service to the deaf students on the other hand I lost a job too. Right after I lost a job at the Caption making company, I apply a job at Mobility Center, which belong to San Joaquin Delta College DSS. . &lt;br /&gt;&lt;br /&gt;Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990 (A.D.A.) and Title 5 of the California Code of Regulations require community colleges to make their facilities, programs and activities accessible to students with disabilities. Section 504 in part states that "No otherwise qualified person with a disability in the United States...shall, solely by reason of... disability, be denied the benefits of, excluded from the participation in, or be subjected to discrimination under any program or activity receiving federal financial assistance." The Americans with Disabilities Act of 1990 provides civil rights guarantees and protection from discrimination for individuals on the basis of a disability. &lt;br /&gt;&lt;br /&gt;Companies that simply produce videos or films for sale are not required to caption their videos, and commercial video stores are not required to have captioned versions of every video they stock. However, some video producers have legal responsibilities to caption their video products. Section 504 of the Rehabilitation Act requires schools, colleges, libraries, and other recipients of federal financial assistance and federal agencies to make their communications accessible to and useable by persons with disabilities. If the video is used by a hospital or clinic, complaints may be filed with the Office for Civil Rights of the U.S. Department of Health and Human Services. If a video is used by a court, such as a jury instruction video, complaints may be filed with the U.S. Department of Justice. The Philippine Sea Plate is subducted below the Eurasian plate, resulting in Japan having greater than average seismic and volcanic activity. Immediately south of Osaka Bay is a fault called the Median Tectonic Line ( MTL) , and it was sudden movement along this fault that triggered the earthquake that hit Kobe. &lt;br /&gt;&lt;br /&gt;At 5.46am on January 17th 1995, whilst many of its citizens were still asleep, the Japanese city of Kobe was hit by largest earthquake in Japan since 1923. The Hyogo-ken Nanbu earthquake was not only powerful ( magnitude 6.9 ), but with the epicentre only 20km southwest of the city, it resulted in massive damage to property and loss of life. The worst effected area was in the central part of Kobe, a region about 5km by 20km alongside the main docks and port area. This area is built on soft and easily moved rocks, especially the port itself which is built on reclaimed ground. Here the ground actually liquefied and acted like thick soup, allowing buildings to topple sideways, resulting in the huge cranes in the harbour toppling over into the sea. &lt;br /&gt;&lt;br /&gt;Large earthquakes in remote, uninhabited areas can do relatively little damage to the human population, but when they strike in places like the Kobe / Osaka region with a population of 10 million people, the damage levels will always be significant. More than 102,000 buildings were destroyed in Kobe, leaving over a fifth of the city population, some 300, 000 people, homeless. The local government's estimate of the cost to restore the basic infrastructure of the city was about $150 billion dollars, and that was just for the state owned buildings and services. When all the costs are added up, it makes the Hyogo-ken Nanbu earthquake probably the most expensive natural disaster in modern history.
